Server update 11/11/'14

Can't believe i made an update but its for zatoichi and schocky...

First i'm trying an even better ticrate to improve frames and hopefully less lag. This might cause internet lag instead of video lag but we'll have to see. Second the max ping and pl are higher now due to people getting kicked that are from america.
