How to make a permlink

So freak siggested i make a permlink that auto updates my topic for who's an element member and who's not but i have no idea how to do so, maybe somebody can help me with this?

I'm not sure It coud be done with html i think, but i really dunno. Maybe we can figure it out together, but only if nothing else is important
